How projects are selected
A licence does not bring revenue. Offshore wind projects reach a bankable position by winning a fixed price competitive auction that carries a 20 year offtake, run by the Korea Energy Agency under the Renewable Portfolio Standard. Certificates carry higher multipliers the further offshore and the deeper the site, which is how the scheme rewards the harder locations.
Under the Special Act a second track opens alongside it: operators are selected by competitive bidding within designated development zones. The two tracks now run in parallel, and which one a project sits on determines both its timetable and what it must prove.
