Three related member bills seek to amend the Electric Utility Act to create a new category of electric business for renewable energy shared grid connection facilities (SPCs). The bills would define 'renewable energy shared grid connection facility business' as a new electricity business type, enabling SPCs to obtain permits from the Ministry of Climate, Energy and Environment and to construct (but not maintain/operate) shared transmission and distribution infrastructure, thereby reducing redundant investments, improving grid stability, and accelerating renewable energy deployment. The bill was discarded on 2026-08-20 after being reflected in a committee alternative.

Recently, as renewable energy generation complexes, such as large-scale offshore wind and solar power, have been spreading, there are plans to establish a special purpose company (SPC) for the purpose of building, in a timely manner, connection facilities jointly used by multiple electricity generation business entities, so as to reduce duplicate investment in power grid connection facilities.

However, the current Act prescribes only traditional types of electric utility business, such as the electricity generation business, electric transmission business, and electric distribution business, and therefore business entities that intend to pursue the construction of renewable energy shared connection facilities lack the legal status of an electric utility business entity and a basis for authorizations and permits. As a result, there are concerns that problems such as inefficiency in power system planning, disorderly development of the power grid, and regional conflicts may arise, as the construction of shared connection facilities is delayed or electricity generation business entities install connection facilities individually.
