National plans and targets for Korean offshore wind

Two national plans set the volume this framework has to carry. The First Basic Plan for Renewable Energy, adopted at the 38th Energy Commission on 19 May 2026 and covering 2026 to 2035, is the first statutory plan written for renewable energy alone, separated from the earlier combined new and renewable energy framework. It targets 100 GW of renewable capacity by 2030, against 37.1 GW today, and a renewable share of generation above 30 percent by 2035, against 9.8 percent in 2025. It also changes how output is contracted, replacing the Renewable Portfolio Standard with a government led long term fixed price contract market from 2027.

For offshore wind the plan leans on the district system the Special Act created, and the mid to long term bidding roadmap published on 30 June 2026 puts numbers on it. It commits 55 GW of tenders over ten years, 4 GW or more each year, against annual tenders of 0.55 GW in 2022 and 1.8 GW in the first half of 2026. About 28 GW is front loaded into 2026 to 2030. The stated goal is 10.5 GW deployed or under construction by 2030 and 25 GW of cumulative capacity by 2035.

The second plan is still being written. The renewable outlook presented for the 12th Basic Plan on Long term Electricity Supply and Demand puts offshore wind at 3.1 GW in 2030, 25 GW in 2035 and 45 GW in 2040. With onshore wind at 16 GW, total wind reaches 61 GW in 2040, against the 40.7 GW the 11th Basic Plan projected for 2038. The build is heavily back loaded: offshore capacity grows by about 2.7 GW between 2025 and 2030 and by 21.9 GW between 2030 and 2035. These are outlook figures tabled for public discussion, not an adopted plan, and they may change before the 12th Basic Plan is finalised.
