Excerpt from the billIn order to expand the stable supply of new and renewable energy, close cooperation is required between the central government and metropolitan local governments, and between metropolitan local governments and basic local governments. Accordingly, this Bill aims to establish a basis for promoting the distribution of new and renewable energy systematically and effectively by requiring metropolitan local governments to formulate, on a five-year basis, regional plans that maintain consistency with the master plan of the central government, and by requiring basic local governments also to prepare their own plans suited to local conditions and to link them with and reflect them in the regional plans of metropolitan local governments.
In addition, in order to encourage the active participation of local residents in the distribution process and to enhance acceptance, this Bill aims to require that the master plan formulated by the Minister of Trade, Industry and Energy include support measures for entities participating as entities engaged in new and renewable energy power generation business, such as cooperatives, resident autonomy committees, and village enterprises. Furthermore, the Bill includes provisions allowing the rent for State property and public property to be reduced by up to 80%, and establishing a basis for nearby residents to participate directly in projects for power generation facilities of or above a certain scale through the purchase of bonds, the acquisition of equity, subscription to funds, etc., so that the people can share the results together.
