Act on the Promotion of Development, Use and Dissemination of New and Renewable Energy (Partial Amendment)

This member's bill establishes public management principles for renewable energy development by adding publicization as a legislative purpose, mandating phased renewable energy targets (30% by 2030, 60% by 2040, 100% by 2050 of total electricity production), and requiring public facilities' generation ratio targets in basic plans. The bill also introduces mandatory community consultation procedures, creates a 10% contribution burden on renewable energy operators for local climate response funds, and mandates just transition support for coal and nuclear workers transitioning to public renewable energy facilities. The bill is currently under committee review as of January 28, 2026.

Although the expansion of renewable energy is urgently required to respond to the climate crisis and achieve a carbon-neutral society, the current Act focuses only on revitalizing the industry and lacks provisions on the public management and operation of renewable energy power generation. As a result, problems such as regional imbalances, private monopolies, the concentration of development gains, and insufficient acceptance by residents are arising in the process of renewable energy development.

Accordingly, this Bill aims to establish the principle of public operation of renewable energy power generation and to strengthen the responsible role of the State and local governments, thereby institutionally supporting regional renewable energy self-sufficiency and a just transition. In addition, this Bill aims to specify medium- to long-term renewable energy expansion targets in the Act and to make resident participation and consultation procedures mandatory, so that renewable energy power generation can be pursued in harmony with the environment and local communities.
