Partial Amendment to the Electric Power Source Development Promotion Act

The bill amends the Electric Power Source Development Promotion Act to designate renewable energy shared grid connection facility operators (including special purpose companies jointly established by multiple electricity businesses) as electricity development project operators. This change enables these operators to participate in power development projects and access licensing exemptions and land acquisition authorities, addressing delays in shared connection facility construction for offshore wind and solar projects caused by current restrictions that only recognize individual project developers, transmission operators, and radioactive waste managers as project implementers. The bill was discarded on 2026-08-20 after being reflected in a committee alternative.

With the recent increase in renewable energy power plants such as offshore wind power and solar power plants, the prompt construction of power grid connection facilities for transmission, distribution, etc. used jointly by multiple renewable energy electricity generation business entities (hereinafter referred to as "shared connection facilities") is necessary; however, the current Act provides that only electricity generation business entities, electric transmission business entities, radioactive waste management agencies, etc. are entities that carry out electric power source development projects.

As a result, concerns have been raised about duplicate investment, disorderly development of the power grid, delays in the construction of shared connection facilities, etc., as electricity generation business entities construct individual connection facilities.
