Excerpt from the billThe current Act provides that only electricity generation business entities, electric transmission business entities, radioactive waste management agencies, etc. are entities that carry out electric power source development projects. However, where multiple electric utility business entities establish a special purpose company (SPC) to construct shared connection facilities and obtain a license as a renewable energy shared connection facilities business entity, the status of an electric power source developer is not granted, which gives rise to legal uncertainty.
As a result, problems may arise such as delays in the construction of shared connection facilities, or increased risks of duplicate investment and disorderly development of the transmission network as electricity generation business entities construct individual connection facilities.
