Public

The foundational licence for pursuing generation-business development at the project site, tracked as the anchor permit in KWI's project pipeline. The license must be obtained from the Minister of Climate, Energy and Environment or the competent Mayor/Do Governor, and the Minister must first undergo deliberation of the Electricity Regulatory Commission. Criteria include financial and technological means, the ability to perform it as planned and, for wind power, gathering residents' opinions through advance notice. Installations must be set up and business commenced within the period for preparation, which may not exceed the period the Minister sets within 10 years unless the permitting authority extends it for just grounds. The license must be revoked if this is not done, or if works cannot commence because construction plan authorization was not obtained, without just ground, by the publicly notified time.

(1) A person who intends to operate the electric utility business shall obtain a license by type or scale of the electric utility business from the Minister of Climate, Energy and Environment or the competent Mayor/Do Governor (hereinafter referred to as "permitting authority"), as prescribed by Presidential Decree. The same shall also apply to any modification to important matters prescribed by Decree of the Ministry of Climate, Energy and Environment from among permitted matters.
