Summary

Public

Permit to occupy and use public waters to install the offshore wind-measurement mast (met mast). It is the first offshore permit and a lengthy one (averaging about 484 days against the 98-day statutory target), and it can be renewed repeatedly. Under the Act, a person intending the listed acts, including newly constructing an artificial structure on public waters, must obtain permission to occupy or use from the management agency of public waters, which must first consult the head of the related administrative agency. The agency must consider matters such as conformity with the marine spatial plan and impacts on the marine environment, marine traffic safety and fisheries. A holder who intends to change matters such as the period of occupancy or use must obtain permission for change, and a permission obtained by fraud or other improper means must be revoked.
