Reasons for proposal and main contents

Excerpt from the bill

The Republic of Korea now faces the major challenges of the climate crisis and the energy transition. The transition to a carbon-neutral society is a critical task for our generation and future generations, and the use of renewable energy resources is essential to achieve it. Among these, wind power is drawing attention as the optimal solution that can make the most of our geographical advantages.

Offshore wind power, which generates electricity by constructing wind power generation complexes at sea, is free from siting constraints compared with onshore wind power, and can obtain a greater amount of power generation through the development of large-scale complexes. In addition, it prevents environmental problems, such as noise, that can arise from onshore wind power, and can secure high generation efficiency because it produces electricity from strong winds at sea. Furthermore, because it is closely linked to the shipbuilding, steel and offshore plant industries that we possess, it has the considerable advantage of ripple effects on related industries such as towers, substructures, and design and construction, and therefore its deployment needs to be continuously expanded in the future.
