Offshore wind power is being actively developed as an energy source with potential, such as realizing economies of scale and contributing to the development of related industries, owing to the geographical advantage of the country being surrounded by the sea on three sides and the possibility of larger-scale installations compared with onshore wind power.

However, offshore wind power projects have so far been carried out in a manner in which business entities themselves identify sites, secure the acceptance of stakeholders, and handle authorizations and permits. As a result, offshore wind power is being promoted at sites where impacts on fishing, navigation, etc. have not been sufficiently considered, and there are concerns that the opposition of, and conflicts with, stakeholders such as fishers will intensify.
