This member's bill amends the offshore wind power promotion law to require the national government and local governments to consider impacts on national security when pursuing or supporting offshore wind projects, and mandates that offshore wind developers include assessments of effects on military operations and corresponding mitigation measures in their implementation plans. The bill also adds the National Intelligence Service director as an ex officio committee member and expands selection criteria for developers to include contributions to energy and maritime security.

The current Act focuses on promoting the smooth deployment of offshore wind power generation and fostering related industries; however, the basis for responding to the wide-ranging impacts that offshore wind power generation equipment may have on military operations and national security, such as interference with military radar waves, is somewhat insufficient.

Accordingly, this Bill aims to establish a legal basis for ensuring the security of the State by, among other things, specifying the responsibility of the State and local governments to take into account the impact on national security when promoting or supporting offshore wind power generation businesses, and making it mandatory for the implementation plans of offshore wind power generation business entities to include matters concerning the impact on the conduct of military operations and the resulting supplementary measures (new Article 3 (9) of the Bill, etc.).
