The bill aims to expand offshore wind capacity through government-led site identification, support supply chain activation, and foster industry competitiveness to achieve South Korea's carbon neutrality goals. The bill was discarded after being merged into an alternative proposal.

Korea's new and renewable energy deployment rate is around 9% as of the end of 2023, falling far short of the global average of 30%. In particular, wind power generation, at 1,017,390MW as of 2023, showed an explosive growth trend with a net increase of 191% over the 10 years since 2014 and served as a central axis of the expansion of new and renewable energy; however, Korea's wind power generation stands at only 2,151MW, merely around 1.5% of its total power generation facilities of 144,415MW.

Considering Korea's geographical characteristic of being surrounded by sea on three sides and the technological capabilities of manufacturing industries related to the wind power generation industry, the growth potential of wind power generation in Korea is very high; however, as an energy supply system centered on fossil fuels has become entrenched, deployment performance has been relatively insignificant despite the various advantages of marine wind power generation.
