Excerpt from the billThe Republic of Korea faces the critical tasks of achieving its carbon neutrality goals and rapidly expanding renewable energy. Among these, offshore wind power is being actively developed as an energy source with several advantages, such as the geographical advantage of being surrounded by the sea on three sides, lower intermittency than solar power, the possibility of achieving economies of scale, and its contribution to the development of related industries, and the Government has introduced an incentive approach that grants exclusive rights of use to business entities that have preemptively secured public waters in order to expand offshore wind power generation.
However, the current approach has not achieved the expected results, as projects are delayed due to residents' dissatisfaction arising from the lack of transparency in benefit-sharing structures, the proliferation of sham business entities, complicated authorization and permit procedures, and other factors, and it has the limitation of failing to sufficiently secure, in offshore wind power development, the public nature of the sea as a shared asset.
