Summary

Public

Authorization of the construction plan before building the generation and transmission facilities. Under the Act, an electric utility business entity that intends to perform works determined by Decree of the Ministry of Climate, Energy and Environment for establishing or altering electric installations must obtain authorization for its plan for the works from the Minister of Climate, Energy and Environment, including for modifications. Insignificant modifications are reported to the Minister, and other works prescribed by that Decree are reported to the permitting authority before they begin. Where installations are destroyed or damaged by an accident or disaster, or in emergencies such as war, works may begin first and be reported without delay. The license must be revoked where works are not commenced because authorization was not obtained, without just ground, by the time the Minister publicly notifies.
