Public

Inspection certifying the completed facilities are safe to operate, the final gate before commercial operation (COD). Under the Act, a person who has completed works for establishing or altering electric installations under the construction-plan provisions may use them only after they pass an inspection conducted by the permitting authority. This inspection, and permission for temporary use, may be partially entrusted to the Korea Electrical Safety Corporation as prescribed by Presidential Decree, and an applicant pays a fee under the Electrical Safety Management Act. Where installations fail but have no defect in safe operation and temporary use is necessary, the permitting authority may permit temporary use, specifying the period and method, with the period not exceeding one year. Using installations without passing the inspection, other than under notified temporary use, is punishable by a fine not exceeding three million won.

When a person has completed works for establishing or altering electric installations in accordance with Article 61, the person shall use these installations only after they have passed an inspection conducted by the permitting authority, as prescribed by Decree of the Ministry of Climate, Energy and Environment.
