Summary
PublicConversion permits where onshore transmission works cross forest land or farmland. For forest land, a person who intends to convert a mountainous district must determine its purpose of use and obtain permission for conversion of mountainous districts from the Administrator of the Korea Forest Service, etc., while minor changes may be reported. Permission may be granted only where criteria are met, such as causing no risk of disaster like erosion or collapse of earth or sand, and conditions such as installing disaster prevention facilities may be attached. Subject to exceptions in the Act, the applicant must pay in advance expenses incurred in creating forest replacement resources and deposit restoration expenses, and must restore the district where its form and quality are changed. Failure to pay those expenses or deposit restoration expenses is a ground on which permission may be revoked.

제14조(산지전용허가)
(1) Any person who intends to convert a mountainous district shall determine the purpose of use thereof and obtain permission therefor from the Administrator of the Korea Forest Service, etc. in accordance with the classification by type, size, etc. of mountainous districts prescribed by Presidential Decree, and the same shall also apply where he or she intends to modify any of the matters so permitted; provided, he or she may change any minor matter prescribed by Decree of the Ministry of Agriculture, Food and Rural Affairs after submitting a report thereon to the Administrator of the Korea Forest Service, etc. in lieu of obtaining permission therefor.

Article 18 (Criteria for permission for conversion of mountainous districts)
제18조(산지전용허가기준 등)
(1) When the Administrator of the Korea Forest Service, etc. receives an application for permission for conversion of a mountainous district pursuant to Article 14, he or she shall grant such permission only where such application meets the following criteria:
- 1. It shall not be subject to restrictions on activities under Articles 10 and 12;
- 2. It shall not substantially hinder the management and control of neighboring forests;
- 3. It shall not include substantial areas of high-grade forests, such as successful forest plantation areas;
