Excerpt from the billIn offshore wind power projects to date, electricity generation business entities have individually identified sites and carried out all of the procedures, such as securing acceptance by residents and complex authorization and permit procedures; as a result, project implementation has been delayed or there have been significant concerns about disorderly development. In addition, there has been a lack of sufficient communication with stakeholders, such as fishers.
As a result, as of June this year, the capacity of offshore wind turbines in commercial operation is approximately 124.5MW, a very poor performance at about 1% of 12,000MW, the 2030 offshore wind power deployment target announced by the Ministry of Trade, Industry and Energy in 'Renewable Energy 3020' in 2017; in order to achieve the national carbon neutrality target and to implement the offshore wind power deployment target without setbacks, there is an urgent need to depart from the existing method of offshore wind power generation deployment and to introduce a groundbreaking system.
