Reasons for proposal and main contents
Excerpt from the billAmid the global trend of the climate crisis and the energy transition, the transition to a carbon-neutral society is no longer a matter of choice but a historic mission for our generation and future generations, and to this end, policies are needed to develop and foster optimal energy sources, such as renewable energy and particularly marine wind power, that can make the most of our geographical advantages.
However, although offshore wind power has many advantages over onshore wind power in terms of siting constraints, environmental problems, and the capacity for large-scale power generation, and is closely linked to the shipbuilding, steel and offshore plant industries, its deployment has faced difficulties because offshore wind power business entities have had to individually identify sites, secure acceptance by residents, and go through complex, multi-stage authorization and permit procedures
