Special Act for Promoting Offshore Wind Power Deployment and Industry Development

This member's bill establishes a framework for systematic offshore wind development through planned site designation, integrated administrative procedures, and industry support mechanisms. The bill creates a National Offshore Wind Power Committee, requires joint operation of an offshore wind site information system, streamlines environmental and maritime impact assessments, and provides measures to support demonstration sites, workforce development, and international competitiveness. The bill was discarded after being merged into an alternative proposal.

In order to transition to a carbon-neutral society by 2050 and to pursue the harmonious development of the environment and the economy, it is necessary to reduce electricity generation using fossil fuels that emit large amounts of greenhouse gases, such as coal, oil and natural gas, and to urgently shift to electricity generation through renewable energy, such as solar power and wind power.

In particular, considering the geographical characteristics of Korea, which is surrounded by the sea on three sides, offshore wind power has the advantages that, compared with onshore wind power, it is subject to relatively fewer siting constraints, such as noise, vibration, damage to landscapes and the occurrence of civil complaints, and that large-scale electric power can be secured because large wind turbines can be installed.
