Offshore wind power generation is drawing attention as an important means of implementing the carbon neutrality target, considering the characteristics of Korea, which has limited national territory and is surrounded by the sea on three sides.

However, because individual business entities have been left to discover sites on their own, to secure the acceptance of stakeholders such as residents and fishers, and to proceed directly with approximately 30 authorizations and permits, in a situation where no legal framework specialized for offshore wind power businesses has been established to date, not only has the systematic use and management of marine space been hindered, but conflicts with existing users of sea areas, such as fishers, have arisen continuously, and concerns have also been raised about damage to fisheries and the sustainability of the fishing industry due to the loss of major fishing grounds when large-scale offshore wind power complexes are created.
